Dear colleagues,
首先祝贺南非就任二十国集团主席国，感谢南非政府为中国代表团所作周到安排。
Let me begin by congratulating South Africa on assuming the G20 presidency. I also thank the South African government for the thoughtful arrangements accorded to the Chinese delegation.
当今国际形势变乱交织，地区冲突动荡频发，全球安全赤字有增无减。去年11月，二十国集团领导人在里约热内卢峰会承诺构建公正世界和可持续星球，强调外交对话以及和平解决冲突的重要性，承诺支持各种有利于解决危机的努力。
The current international landscape is marked by transformation and turbulence. Regional conflicts and turmoil break out from time to time. The global security deficit keeps growing. At the Rio de Janeiro Summit last November, G20 leaders pledged to build a just world and a sustainable planet, highlighted the importance of diplomacy and dialogue and the peaceful resolution of conflicts, and undertook to support all efforts conducive to addressing crises.
今天，二十国集团外长在这里聚首，有必要重温里约热内卢峰会共识，共同做维护世界和平稳定的力量，携手构建一个更加安全的世界。中方愿同各方为此做出积极努力：
Today, as we G20 foreign ministers gather together, it is time to renew our commitment to the consensus of the Rio Summit, which is to act as a joint force for world peace and stability and build a safer world. To that end, China will work with all parties in the following areas:
第一，我们要共同做世界和平的守护者。各国应该相互尊重主权和领土完整，尊重各国自主选择的发展道路和社会制度。坚持通过对话谈判，以和平方式解决国家间分歧，政治解决国际和地区热点问题，不搞阵营对抗、不干涉别国内政。中国和其他“全球南方”国家在70年前发表的和平共处五项原则，在当前形势下仍具有旺盛生命力。
First, acting as the guardians of world peace. Countries should respect each other’s sovereignty and territorial integrity, and respect the development paths and social systems independently chosen by each other. Countries should persevere with dialogue and negotiation, and seek peaceful settlement to differences and political solution to international and regional hotspot issues. Bloc confrontation and interference in other countries’ internal affairs must be rejected. The Five Principles of Peaceful Coexistence, initiated by China and some other Global South countries 70 years ago, remain as relevant as ever under current circumstances.
第二，我们要共同做普遍安全的缔造者。人类是命运共同体，也是不可分割的安全共同体。一国的安全不能以损害他国安全为代价，任何国家的合理安全关切都应得到重视。习近平主席提出全球安全倡议，倡导共同、综合、合作、可持续的安全观，走对话而不对抗、结伴而不结盟、共赢而非零和的新型安全之路，共同应对各种传统和非传统安全风险挑战。中方愿就此同各方加强交流与合作。
Second, acting as the builders of universal security. Humanity is a community with a shared future. It is also an indivisible community of shared security. A country must not pursue its own security at the expense of the security of other countries, and the legitimate security concerns of all countries should be taken seriously. In this connection, President Xi Jinping has proposed the Global Security Initiative, which advocates the vision of common, comprehensive, cooperative and sustainable security, a new path to security featuring dialogue rather than confrontation, partnership rather than alliance, and win-win rather than zero-sum, and a joint response to traditional and nontraditional security risks and challenges. China is ready for closer exchanges and cooperation with all sides in this regard.
第三，我们要共同做多边主义的捍卫者。今年是联合国成立80周年，也是世界反法西斯战争胜利80周年。国际形势越复杂，全球挑战越突出，越要维护联合国权威，发挥联合国作用。二十国集团外长去年发起“全球治理改革行动倡议”，其核心就是支持多边主义、加强联合国作用。我们要把倡议变为行动，坚定维护以联合国为核心的国际体系、以国际法为基础的国际秩序、以联合国宪章宗旨和原则为基础的国际关系基本准则。
Third, acting as the defenders of multilateralism. This year marks the 80th anniversary of the United Nations. It is also the 80th anniversary of the victory of the World Anti-Fascist War. As the international situation becomes more complex and global challenges more acute, it is all the more important to defend the authority of the U.N. and give full play to its role. Last year, G20 foreign ministers launched a Call to Action on Global Governance Reform, which is essentially about supporting multilateralism and strengthening the role of the U.N. We need to translate that initiative into action and firmly safeguard the international system with the U.N. at its core, the international order underpinned by international law, and the basic norms governing international relations based on the purposes and principles of the U.N. Charter.
大家都谈及乌克兰危机。中方注意到，最近和谈的呼声不断上升，和平的窗口正在开启。尽管各方立场并不一致，复杂问题难有简单解决办法，但对话总比对抗好，和谈总比打仗好。我愿在此重申，中国始终主张危机尽早和平解决，始终按照习近平主席提出的“四个应该”积极劝和促谈。中方支持一切致力于和平的努力，包括最近美俄达成的共识，期待各当事方能够找到照顾彼此关切、可持续和持久的解决方案。中方愿根据当事方的要求，考虑国际社会尤其是全球南方国家的关切，为危机政治解决继续发挥建设性作用。
The previous speakers have all talked about the Ukraine crisis. China has noticed that recently the calls for peace talks are rising and the window of opportunity for peace is opening. Although the parties have different positions and it is hard to find simple solutions to complex issues, dialogue is always better than confrontation and peace talks better than fighting. Here, let me reiterate the following: China always calls for an early and peaceful settlement of the crisis and has been actively promoting peace talks in line with President Xi Jinping’s four-point observations about what must be done. China supports all efforts dedicated to peace, including the recent consensus reached between the United States and Russia. We hope that the relevant parties can find a sustainable and lasting solution that takes into account each other’s concerns. Acting on the wishes of the relevant parties and keeping in mind the concerns of the international community, especially those of the Global South, China will continue playing a constructive role in the political settlement of the crisis.
加沙冲突造成前所未有的人道灾难，战火不能重燃，停火协议必须得到连续有效执行。加沙和约旦河西岸都是巴勒斯坦人民的家园。“巴人治巴”是加沙战后治理应当坚持的重要原则，“两国方案”是唯一可行的解决方案。巴勒斯坦问题这一历史不公已延宕70多年，不能再次被边缘化。
The conflict in Gaza has caused an unprecedented humanitarian disaster. The flames of war must not be reignited, and the ceasefire agreement must be implemented in a continuous and effective manner. Gaza and the West Bank are the homeland of the Palestinian people. “The Palestinians governing Palestine” is an important principle that must be upheld in the post-conflict governance of Gaza, and the two-State solution is the only viable way out. The historical injustice on the Palestinian question has remained unaddressed for over seven decades. The issue should not be marginalized once again.
国际社会应尊重叙利亚人民的选择，同时要严防极端势力在叙流窜坐大，不能让暴恐分子在叙有容身之地。
The international community should respect the choice made by the Syrian people, and at the same time, strictly prevent extremist forces from spreading and gaining strength in Syria and deny violent terrorists any safe haven in Syria.
各位同事！
Colleagues,
今年是二十国集团的“非洲时刻”。继非盟成为正式成员后，二十国集团峰会首次在非洲大陆举办。我们应该倾听非洲声音，重视非洲关切，支持非洲行动，为非洲的和平与发展做出努力，让约翰内斯堡峰会留下鲜明的“非洲印记”。中方坚定支持非洲人民自主解决非洲问题，反对外部势力干涉非洲国家内政，相信非洲人民有智慧、有能力、也有权利处理好自己的事情，非盟“消弭枪声”目标一定能够实现。
This year represents an “African moment” at the G20. After welcoming the African Union as a full member, the G20 is going to have a summit on the African continent for the first time. We must listen to what Africa has to say, take Africa’s concerns seriously, support Africa’s actions, and work for peace and development in Africa, so as to leave a distinct African mark on the Johannesburg Summit. China firmly supports the African people in independently resolving African problems, and opposes external interference in the internal affairs of African countries. We believe that the African people have the wisdom, capability and right to take good care of their own affairs, and that the AU’s goal of Silencing the Guns in Africa will be achieved.
曼德拉先生说过，破坏和平轻而易举，缔造和平的人才是英雄。中方愿同各方一道，凝聚更多维护和平的共识，壮大更多维护和平的力量，建设持久和平、普遍安全的世界！
Let me conclude with a quote from Nelson Mandela, “It is so easy to break down and destroy. The heroes are those who make peace and build.” China will work with all parties to pool more consensus for peace, bolster the force for peace, and build a world of lasting peace and universal security.
