China and Africa have been more closely bonded in their pursuit of modernization as Chinese President Xi Jinping announced here on Thursday an upgrade of China-Africa relations and unveiled 10 partnership actions.

9月5日，中国国家主席习近平宣布中非关系新定位，并将实施中非携手推进现代化十大伙伴行动。中非正致力于构建更加紧密的命运共同体，成为探索现代化道路的同路人。

In his keynote speech at the opening ceremony of the 2024 Summit of the Forum on China-Africa Cooperation (FOCAC), Xi proposed that bilateral relations between China and all African countries having diplomatic ties with China be elevated to the level of strategic relations.

Xi underlined modernization as "an inalienable right of all countries" in his speech, saying there will be no global modernization without the modernization of China and Africa.

Xi said that the joint pursuit of modernization by China and Africa will set off a wave of modernization in the Global South and open a new chapter for building a community with a shared future for humanity.

Chinese tech heavyweight Alibaba Group Holding Ltd's online marketplaces Taobao and Tmall announced on Thursday that they will accept mobile payment options from Tencent's WeChat Pay gradually from Sept 12, a significant step in breaking down payment barriers between the two internet companies, enhancing interoperability and interconnectivity of different platforms and improving user experience, experts said.

The southern Chinese province of Hainan had relocated 419,367 residents as of 11:30 a.m. on Friday with super typhoon Yagi approaching, said local authorities.

海南省人民政府表示，截至9月6日11时30分，全省已转移419367人，以应对超强台风“摩羯”。

Yagi, the 11th typhoon of the year, has developed into a super typhoon at level 17, packing winds of up to 245 km per hour. It is moving toward Hainan and is expected to make landfall in the city of Wenchang in the province on Friday afternoon, according to the provincial meteorological bureau.

今年第11号台风“摩羯”已升级为17级超强台风，最大风速达到每小时245公里。海南省气象局表示，台风正在向海南移动，预计将于6日下午在海南省文昌市登陆。

Typhoon Yagi, featuring strong winds and heavy precipitation, will result in a storm likely to cause devastating damage at the landing site. Yagi is forecast to move north to the island's capital city of Haikou, Chengmai County and other places, before moving to the Beibu Gulf, said the bureau.
